The Backbone of Finance: Payment Infrastructure and Financial Institutions

A brief overview of the regulatory regime, the licensing process and some of the payment infrastructure that governs and enables a Financial Institution running a payment business



This CPD will provide a brief overview of:

  • the applicable regulatory regime in Malta, including the Financial Institutions Act (especially the Schedules to the Act providing for the various licensable activities regulated under the Act), The Financial Institution Rules and the Banking Rules.
  • the applicable licensing regime in Malta, including the elements of an application to the Regulator for a Payment business including that of an Electronic Money Institution, the annexes and standard required thereunder
  • the operational counterparties usually required to be able to establish a minimally viable payment business (including an Electronic Money Institution) depending on the business model including connectivity to payment systems, clearing counterparties and payment networks.

  • Understand the key components of the regulatory framework in Malta
  • Gain insights into the licensing process in Malta by comprehending the essential elements of an application to the Regulator, including required annexes and standards.
  • Identify and analyse the operational counterparties necessary for establishing a minimally viable payment business, considering various business models.

Assessment Questions and Answers

In line with MFSA requirements, a short multiple-choice assessment will be provided by the trainer towards the end of the session. A Certificate of Attendance will be awarded to all students who attend the CPD (duration will be included on certificate). A Certificate of Achievement will be awarded to those who sit for the assessment and are successful (pass mark 60%)

Kari Pisani. B.A, LL.D, MSc.

Dr. Kari Pisani is currently a non-executive Member of the Board of Directors of a number of entities licensed and authorised by the MFSA, including the Electronic Money Institutions by the name of Ixaris Financial Services Malta Limited and Moneybase Limited. Dr. Pisani hails from the Banking Industry in Malta having started his career in 2007 with Sparkasse Bank Malta Plc. He would be employed there until his departure in 2017. During that period he would be involved in managing the Private Banking, Onboarding and Payments departments of the Bank and be an active member in the Bank’s Executive Committee as well as be Company Secretary to the Board of Directors.
Since his departure from the Bank in 2017 he has applied his experience accumulated in financial services in a consultative capacity within the fields of Wealth Management, Investment Services and the Payments industry as well as through the non – executive directorships on the boards of licensed firms operating in these industries. Apart from these non-executive offices within licensees Dr. Pisani has continued to provide consultancy in the payments industry to promoters seeking to obtain Financial Institution Licenses and also to operators already licensed on matters relating to Compliance, Governance and the establishment and launch of various business models in the industry from an operational point of view.
