Principles of Insurance Regulation and Supervision

Certificate of Attendance Online Starting: 3rd September 2024, 17.00 - 19.00

The programme covers the Insurance Distribution Act as transposed from the IDD and outlines the various relevant rules and regulations issued by the authority.

The intention of this programme is to provide the participant with an explanation of the prudential and conduct requirements expected of insurance market players in Malta.



The programme delivers knowledge on insurance laws, rules and regulations applicable to undertakings and intermediaries namely:

  • The Main Functions and organs of the MFSA
  • Overview of the Insurance Business Act 1998 and the Insurance
  • Distribution Act 2018
  • Insurance Distribution Rules
  • Conduct of Business Rulebook


Learning Outcomes

The learner will be able to:

  • identify the various applicable legislation and regulations
  •  describe the various insurance rules, regulations, laws and codes
  • describe the applicability of such rules, regulations, laws and codes as applied to day-to-day business operations
Course Schedule

Lectures will be held on the following dates, between 5.00 – 7.00 pm
Exam will be held on 10 December, between 09.00 – 11.00 am at MITC premises

Assessment and Resit Policy

There will be 1 examination session of 2 hours duration, during which candidates will be expected to answer 10 questions.

The pass mark is set at 55%.



The re-sit will take place on the same date of the corresponding awards of the subsequent intake.

Two consecutive failures will preclude the candidate from retaking the exam, however, candidate can re-apply for the full course and sit for the corresponding examination.

Re-sit exam fee is €60 inclusive of one (1) revision session.

  • No refund will be provided after the commencement date of the programme.

Romina Bonnici, B.Com (Honours) Economics; MA Financial Services, ACII

Romina Bonnici is Senior Regulatory Advisor within the insurance and pensions team of Ganado Advocates, with focus on re/insurance and pensions regulation. Romina is an Associate of the Chartered Insurance Institute, UK. She previously worked as Senior Manager in the corporate and insurance law practice group of a local law firm. Romina started her career with the Malta Financial Services Authority in the insurance and pensions supervision unit for ten years and within the authorisation unit for a further period of eight years where she held the position of Deputy Director, leading an analytical and multidisciplinary team whose duties primarily involved the processing of application in the areas of insurance, pensions, trusts and corporate services providers.

Elaine Magri, LL.B, LL.D, LLM (Int) Cardiff

Elaine Magri is an Associate within Ganado Advocates’ insurance and pensions team with particular focus on insurance and re-insurance regulation and corporate matters. Elaine regularly advises the firm’s clients on regulatory and legal matters in relation to insurance and reinsurance companies, insurance intermediaries and captives and also assists clients in general corporate and company law. Elaine regularly assists in matters related to trusts and foundations.

John Mark Caruana, B.Com (Hons) (Melit.), M.Sc. (Melit.), CIPPE, CIPM

John Caruana is an Anti-Money Laundering (AML) expert with over 15 years of experience in the field. He has a wealth of knowledge in various sectors, including securities, auditing and accounting, and iGaming. As one of the co-founders of Radix Group in Malta, John currently serves as the Compliance Director of Radix Compliance, which is the Group’s AML Consulting arm.

John holds a B.Com (Hons) in Banking & Finance and an M.Sc. in Banking & Finance, both of which were earned at the University of Malta. Additionally, he is a Data Privacy Professional, holding two international certifications in Data Protection from the International Association of Privacy Professionals: the CIPP/E and the CIPM. His expertise in data privacy has been recognised by the Malta Gaming Authority, which has authorised him to serve as a Data Protection Officer.

John’s professional credentials also include Compliance Officer roles authorised by the Malta Financial Services Authority (MFSA) in the CSP and Trust & Trustees sectors. Furthermore, he serves as a Money Laundering Reporting Officer, a testament to his experience and expertise in the AML domain.
In the past decade, John has also lectured on various topics related to securities, Compliance, AML, and GDPR, showcasing his dedication to educating others in the field.

Edith Satchell, MSc (Melit.), BCom (Melit.)

Edith started working within the motor department of a local insurance company whilst obtaining her B.Com degree and Masters in insurance and risk management degree in 2019 and 2020, respectively. She moved to the reinsurance department within the same company after graduating in 2020. Edith eventually joined the Malta Financial Services Authority in 2022 and currently holds the role of senior analyst within the conduct supervision unit.
