New syllabus accredited by MFHEA and approved by the MFSA as a pre-enrolment course for prospective TIIs and AIIs.
The programme covers the key aspects of insurance and local rules and regulations with respect to Intermediaries. The course participant would also be able to perform related activities including negotiating, selecting and dealing with insurers, and other services that apply within a defined regulatory framework.
Accreditation and MQF/EQF Level
The Malta Qualifications Council deems these Awards to be at Level 3 on the Malta Qualifications Framework (MQF) (5 ECTS) and on the European Qualifications Framework (EQF) for Lifelong Learning.
This course is suitable for those working or intending to work within an insurance environment for the purpose of pursuing insurance intermediary activities. This programme will equip the successful candidate with adequate knowledge to perform general technical duties within established parameters.
The programme seeks to equip the participant with the general facts, principles and concepts of insurance and should enable the participant to explain insurance products to prospective clients without assistance.
At the end of the programme the learner will be able to:
describe the various policy provisions of different insurance products
define and understand the legal regulatory requirements
communicate and negotiate with other market players particularly the insurer and the proposer/insured
identify and name the relevant acts, rules, regulations and practices for intermediaries

Exam will be held from 09.30- 11.00 am on Tuesday 12 March 2024.
The course consists of 30 contact hours, 15 sessions each of 2 hours duration (17:oo- 19:00 CET). A further 93 hours of self-study are required.
MQF level 2 qualification in English
This course is suitable for those acting or intending to act as an insurance intermediary for the purpose of pursuing insurance intermediaries’ activities including the provision of services ancillary to other business of insurance as may be prescribed. Also, it is suitable for those who wish to acquire a basic understanding of insurance products, processes and regulation. Therefore, it is also suitable for those wishing to join the insurance industry and those who are already in employment but are new to insurance operations.
Student CV will be requested to verify qualifications. A request for copies of certification and references will be made, if deemed necessary.
The assessment is a written examination of 1.5 hours duration, during which candidates will be expected to answer 50 Multiple-Choice questions.
The pass mark is set at 55%.
The re-sit will take place on the same date of the corresponding awards of the subsequent intake.
Re-sit exam fee is €60 inclusive of one (1) revision session.

Andre Farrugia, PhD MSc FCII CFIRM
Andre Farrugia began his professional career in the insurance industry, and since then, he has ventured into education and training. He holds the Fellowship of the Chartered Insurance Institute (FCII-UK) and another Fellowship with the Institute of Risk Management (FIRM-UK). Recently, Andre completed an MSc in Risk Management from the University of Caledonian in Glasgow and earned a PhD from the University of Malta.
Throughout his professional and academic journey, Andre has made significant contributions to the industry by publishing articles, technical write-ups, and delivering a variety of career talks and technical seminars.
Andre played a pivotal role as a board member in the establishment of the National Vocational Qualifications in Malta. Currently, he serves as a Council board member on the Malta Education Consultative Council, is an outgoing President and active member of the Malta Insurance Institute, represents Malta within the European Forum of the National Institutes for Professional Insurance Institutes, and sits on the Board of EFICERT.
He has delivered numerous lectures and talks in Malta and conducted training sessions in Kosovo, Dubai, and Ghana. Additionally, he has presented academic papers at esteemed universities in Latvia, Greece, and Serbia.
Hubert joined GasanMamo Insurance in 1999 as part of the Motor Claims Department. After 11 years, he was promoted to a management position in the Motor underwriting Department. After 5 years in this position, he then moved on to the Network Department as a Customer Advocate and took care of the top tiered clients of the company servicing all of the insurance related requirements. Mr Said served as the technical point of reference for underwriting and claims matters including both motor and non-motor insurance business. Mr Said is also responsible for the branches and tied insurance intermediaries of GasanMamo Insurance.
Hubert Said is a fully qualified insurance professional having attained the Associateship from the Chartered Insurance Institute (CII). He is a regular lecturer at MITC and has been providing such services since 2011.
Josianne Briffa, B.Accountancy (Honours), MA Financial Services, CPA
Josianne has over 15 years of experience in financial services, specialising primarily in the area of financial regulation. She started her career within the Financial Services Advisory Team of a leading audit firm, after which she joined an international group where she led the Compliance and Internals Controls unit for the group’s insurance entities in Malta. In 2013, Josianne joined MAPFRE Malta and she holds the role of Group Chief Compliance Officer.
Josianne is a Certified Public Accountant and holds a Master of Arts in Financial Services with distinction from the University of Malta. She was the first Chairperson of the Regulatory Affairs Sector of the Malta Insurance Association and is a member of the Malta Association of Compliance Officers.
Romina Bonnici, B.Com (Honours) Economics; MA Financial Services, ACII
Romina Bonnici is Senior Regulatory Advisor within the insurance and pensions team of Ganado Advocates, with focus on re/insurance and pensions regulation. Romina is an Associate of the Chartered Insurance Institute, UK. She previously worked as Senior Manager in the corporate and insurance law practice group of a local law firm. Romina started her career with the Malta Financial Services Authority in the insurance and pensions supervision unit for ten years and within the authorisation unit for a further period of eight years where she held the position of Deputy Director, leading an analytical and multidisciplinary team whose duties primarily involved the processing of application in the areas of insurance, pensions, trusts and corporate services providers.
Mark Anthony Debono, ACII, IDCS (I.T.), Dip. Mgmt – Chartered Insurance Broker
Mark is an ex-MITC student, obtaining his ACII including International Diploma in Information Technology (I.T.) and a Post Graduate Diploma in Management from the University of Malta.
He began his career in the insurance industry in 1997 with Formosa and Camilleri Ltd (now Atlas Insurance PCC), where he handled motor claims for two years before moving to the motor underwriting department with Gasan Insurance (now GasanMamo Insurance), where he was promoted to Personal lines Underwriter until 2005.
Mark began his career as a broker, working for Island Insurance and Firstunited Insurance Brokers (now merged as Antes Insurance Brokers) until 2009, before he joined Allcare Insurance Brokers Ltd as an Assistant Manager.
He joined MIB Insurance Brokers in 2014 as a Divisional Director of the corporate clients division where he worked for 8 years until moving forward to his present position as Commercial Manager at National Insurance Brokers Ltd.
Erika Bajada, B.Sc., MBA, FCII, FCCA, AIA
Erika embarked on her career in insurance in 2005 and has since occupied various roles within the insurance industry, primarily focused on regulation and compliance. Erika also worked at the Malta Financial Services Authority for a period of six years, in the insurance and pensions supervision unit and within the conduct supervisory unit where she held the position of Senior Analyst.
In 2019, Erika joined Elmo Insurance Ltd as Compliance Officer and DPO. Erika currently chairs the Regulatory Affairs Sector of the Malta Insurance Association.
Erika is a Fellow of the Chartered Insurance Institute and of the Association of Chartered Certified Accountants respectively. She has also read for an Executive MBA and B.Sc. Business and Computing with the University of Malta.
Joanna Aquilina, B. Accty (Hons.), CPA, FIA
Joanna Aquilina has over twenty years’ experience in the financial and regulatory environment. She held the position of CEO and Executive Director of Gossmann & Cie. Insurance PCC Ltd. offering structured solutions through segregated cells. Previous to Gossmann & Cie. she was CEO of DARAG Insurance and Reinsurance PCC Ltd. and member of its Investment Committee providing run-off cell solutions to carriers interested in finality of discontinued insurance. Joanna worked for Aon Captive Insurance Managers in Guernsey and Gibraltar as Finance Manager. She moved to become director of Aon Insurance Managers in Malta and part of the leadership team of Aon Captive Insurance Managers for EMEA. She provided advisory and support on insurance licensing, risk management and Solvency II for a wide range of clients whilst being responsible for operations and business development. Joanna has experience in company restructuring across various domiciles, defining strategies and new processes.
Joanna, a Certified Public Accountant by profession, is currently a non-executive director for HSBC Life Assurance (Malta) Ltd. and member of its Audit and Risk Committee. Joanna is also a visiting lecturer at the University of Malta and at MITC
